We now know that Artificial Intelligence (AI) has transitioned from science fiction to science fact, and it has woven its way into many people’s lives, not only in business but also in their personal lives. Whether it’s in the form of (partially) self-driving cars or predictive algorithms, it’s clear that AI enabled technologies are changing business and also our daily activities. There is still, however, the question of AI’s safety. Some people still regard it as a major concern. They ask whether AI is truly safe or if we are hurtling uncontrollably towards a dystopian future in which an algorithm-driven dictator enslaves humankind.

The Dual Narratives in AI Fiction

AI’s in films and literature offers a view that somewhat reflects the duality of man: the beneficial and the apocalyptic. In movies like Her(2013), AI is shown as a deeply personal and helpful companion, enhancing human life through emotional and intellectual companionship. Conversely, films like The Terminator series (starting in 1984) and Ex Machina (2014) depict AI as a looming threat, capable of surpassing human intelligence and autonomy, leading to potentially catastrophic outcomes.

Books such as Isaac Asimov’s I, Robot present a framework where AI follows strict ethical guidelines, encapsulated in the Three Laws of Robotics, which aim to prevent harm to humans. On the other hand, William Gibson’s Neuromancerexplores a darker, cyberpunk future where AI can be both a tool and a nemesis, blurring the lines between creator and creation.

With the current hype and discussion on AI, it’s clear to see how narratives in popular culture could be a reflection society’s hopes and fears regarding AI, which then raises questions not only on the safety point, but also around understanding on AI. We can see that dystopian futures might indeed be prophetic, yet we may be heading towards a world in which humanity coexists symbiotically with AI. If we believe AI fiction, let us hope for the latter rather than the former.

The Reality of Artificial Intelligence Safety

In reality, the safety of AI is reliant upon multiple factors: design, implementation, and oversight. AI systems are created by humans, and therefore often inherit the creator’s biases and flaws. Instances of biased algorithms in law enforcement or hiring practices would reveal how AI can perpetuate and even amplify societal inequalities if not properly managed.

We need to recognise that the complexity of AI systems can lead to unintended consequences. Autonomous vehicles, for instance, promise to reduce accidents caused by human error, yet they also introduce new risks. A malfunction or a bug in an autonomous driving system could result in catastrophic outcomes, equally, where we replace human thinking with any technology, we open up a risk to cyber attack too. Consider, millions of vehicles being subjected to a zero-day attack – the results could be devastating and pose a real threat to human life. Equally generative AI has had its fair share of attention, particularly with hallucinations, with it even hitting the legal system in the US.

However, it’s essential to recognise the transformative potential of AI in addressing global challenges. AI-driven healthcare innovations are constantly improving diagnostics and treatment plans, while AI in environmental science is aiding in climate change mitigation efforts.

The Role of Regulation

Regulation is critical in ensuring the safe and ethical deployment of Artificial Intelligence technologies. Clear guidelines and standards can mitigate risks, enforce accountability, and protect public interests. The General Data Protection Regulation (GDPR) is an example of how data privacy regulations can safeguard individual rights, and this is the kind and level of regulation that we should be seeking for AI.

However, regulation must strike a delicate balance. Over-regulation can stifle innovation, slowing down the development of beneficial AI applications. For instance, stringent regulations might deter startups from pursuing groundbreaking AI research due to high compliance costs, thus consolidating power within a few large corporations that can afford to navigate complex regulatory landscapes, although it is interesting to see Microsoft back out of OpenAI’s board.

Conversely, failing to regulate Artificial Intelligence creates a ‘Wild West’ scenario in which developers build and deploy AI without sufficient oversight, potentially causing the dystopian outcomes feared in popular fiction. Experts already anticipate a rise in sophisticated cyber attacks powered by AI.

The AI Act was approved in European Parliament in March of 2024, but is still missing guidance on many of the specific points that will make it effective, leaving potential loopholes for abuse of the technology. In fact, the European Digital Rights Association (EDRi) claims that the act is favoured towards industry and business, rather than protecting the rights of individuals, and whilst the act may not directly counter The GDPR, it could have some potential cross cutting points that don’t necessarily make sense until further standards and regulation are implemented – which are expected in 2026.

A Path Forward

We need to ensure safety and sensible usage of AI using a more a collaborative approach. Governments, industry leaders, and academia must work together to create a functional regulatory framework that promotes innovation while safeguarding public welfare and protecting the rights of the individual. Transparency in AI development, ethical AI design principles, strong data governance and continuous monitoring and evaluation are all required to achieve this balance.

Public engagement and education are also crucial. By demystifying AI and involving diverse stakeholders in the conversation, we can foster a more informed and nuanced understanding of AI technologies and their implications.

AI’s safety is not a question with a binary answer. It is a dynamic challenge that requires ongoing vigilance, adaptive regulation, and a commitment to ethical principles.
